The two bills behind every WhatsApp chatbot
WhatsApp automation has two costs that are easy to confuse:
- Meta's per-message fees for the WhatsApp Business Platform. Meta bills these to your Meta business account at its published rates, regardless of which software you use.
- Your platform subscription, which pays for the chatbot, the shared inbox, the AI replies and the integrations.
This guide explains how Meta's model works in 2026, what drives the per-message cost up or down, and how to estimate a monthly total before you launch a WhatsApp chatbot.
Meta moved from per-conversation pricing to per-message pricing for template messages. The rules that matter:
- Business-initiated messages are templates, and templates are billed. Each delivered template message is charged according to its category and the recipient's country.
- Three billable categories: marketing (promotions, offers, announcements), utility (order updates, appointment reminders, account notices) and authentication (one-time passcodes). Marketing is the most expensive category; utility and authentication are cheaper.
- Service conversations are free. When a customer messages you, a 24-hour customer-service window opens and your replies inside that window, including AI replies, are not charged by Meta.
- Rates vary by country. The same utility template costs a different amount in the United States, India or Brazil. Meta publishes the full rate card on its developer site.
- Free tier for service entry points. Conversations that start from certain Meta ads or a Facebook Page call-to-action button carry a free period; check the current terms, which Meta updates.
Because rates and rules change, treat Meta's developer documentation as the source of truth and build your estimate from it rather than from a blog post, including this one.
What a month actually costs: a worked example
Take a store that handles 2,000 inbound support chats a month and sends 5,000 utility templates (shipping and delivery updates) plus 3,000 marketing templates to opted-in customers.
- The 2,000 inbound chats are answered inside the service window, so Meta charges nothing for the replies.
- The 5,000 utility templates and 3,000 marketing templates are billed at Meta's per-message rate for the destination country. Multiply each count by the current rate for the country where your customers are.
- Add the platform plan. On Botcadence, the Starter plan is $29 a month with WhatsApp, Instagram and web chat and up to 30,000 template sends; Growth is $79 with higher limits; the Free plan covers web chat and WhatsApp with 100 AI replies and 200 broadcasts a month. Current limits are on the pricing page.
Two levers move the total more than anything else: how many marketing templates you send, and whether you can convert marketing nudges into customer-initiated conversations (for example, a click-to-WhatsApp ad that opens a free service window instead of a paid broadcast).
- Use utility templates for transactional updates and keep marketing content out of them. Misclassified templates get rejected or recategorised.
- Answer inside the 24-hour window. A fast AI reply keeps the conversation in the free window instead of forcing a paid template the next day.
- Prefer click-to-WhatsApp entry points on ads so the customer opens the conversation.
- Clean your opt-in list. Unread broadcasts to disengaged contacts cost the same as read ones and hurt your quality rating.
- Segment by country so you know where your most expensive sends are going.
Hidden costs to check with any vendor
- Whether the vendor marks up Meta's fees or passes them through. Botcadence does not bill Meta's fees; Meta bills them directly to your account.
- Per-agent seat charges for the shared inbox.
- Limits on AI replies or template sends per plan, and what happens when you exceed them.
- Charges for connecting an existing number, migrating from another BSP, or using coexistence with the Business app.
- Whether verification, template submission and quality monitoring are included or billed as services.
Estimating before you launch
- Count last month's inbound customer messages: these will mostly be free service conversations.
- Count the transactional notifications you want to send (order, shipping, appointment): these are utility templates.
- Count the promotional sends you plan: these are marketing templates.
- Look up Meta's current rates for your top three countries.
- Add the platform plan that covers your seats, AI replies and send volume.
If the marketing line dominates, test whether a click-to-WhatsApp campaign that invites a reply performs as well as a broadcast at a fraction of the cost.
